The best way to increase rice production is by developing irrigation for food production. The government of Senegal used 75 per cent of the agricultural investment budget in 1986-89 for irrigation development. In 1987, two dams were completed, allowing year-round irrigation throughout the Senegal river valley. The rapid growth anticipated in irrigated food production is now seen to depend on the pace of state withdrawal.;
